Title:         National Ozone Officer

BACKGROUND

The Government of St. Kitts and Nevis (GOSKN) has received funds from the European Commission to finance the Institutional Strengthening for Social and Economic Development Programme. The Programme is critical to the Federation as it would assist in the promotion of sustained economic growth and development in the changing global environment. This Programme also provides an opportunity for the GOSKN to benefit in building capacity in those areas within the civil service that are critical to the transformation process. The Ministry of Environment is one such ministry which was identified for support through capacity building measures. 

Provision has therefore been made for the employment of professionals who would be instrumental in the coordination and implementation of the economic and social development programmes. In light of this, the Ministry of Environment intends to recruit additional staff to assist in the area of policy coordination and formulation and economic monitoring. 

OBJECTIVE

The National Ozone Officer is responsible for leading and coordinating efforts to protect the ozone layer and reduce the production and consumption of ozone-depleting substances (ODS) within the country. The officer ensures compliance with international agreements, such as the Montreal Protocol, and develops and implements national policies and strategies to achieve ozone layer protection goals.

RESPONSIBILITIES & DUTIES OF THE NOO

The National Ozone Officer reports to the Director of Environment (DOE) in the Ministry of Environment, Climate Action and Constituency Empowerment, providing regular updates on activities, progress, challenges, and recommendations related to ozone layer protection and ODS management. 

The officer will be responsible for delivery of the following:

Policy Development and Implementation:
Develop, review, and implement national policies, regulations, and action plans related to ozone layer protection and ozone-depleting substances (ODS) phase-out.

Coordinate with relevant government agencies, industry stakeholders, and international organizations to ensure alignment with international agreements and best practices.

Undertake the activities related to the preparation, coordination and, where relevant implementation of activities outlined in St. Kitts and Nevis’s Small Scale Fund Agreements (SSFA) of the ISP and HPMP and sustaining its commitments under the Montreal Protocol on Substances that Deplete the Ozone Layer.

Regulatory Compliance and Enforcement:
Monitor and enforce compliance with national regulations governing the production, import, export, and use of ODS.

Conduct inspections, audits, and investigations to verify compliance with environmental regulations and take appropriate enforcement actions against violators.

Conduct a market study on the Refrigeration Servicing Sector, a verification of imports, and monthly quarterly reports on the progress of the implementation of HPMP.

Data Management and Reporting:
Collect, analyze, and maintain accurate data on ODS consumption, production, emissions, and trends.

Prepare and submit timely and comprehensive reports to international bodies, treaty secretariats, and other relevant stakeholders as required.

Project monitoring, reporting, and implementation including a market study on the Refrigeration Servicing Sector, verification of imports and HPMP progress reports.

Capacity Building and Outreach:
Provide technical assistance, training, and guidance to government officials, industry representatives, and other stakeholders on ODS management, alternatives, and ozone layer protection measures.

Facilitate sessions, create course content for the delivery of training courses to Customs Officers and Enforcement personnel in the application of the HCFC Licensing and Quota System (LQS) and the proper classification and identification of ODS, refrigerant, and their products.

Conduct public awareness campaigns, educational initiatives, and outreach activities to promote the understanding and support for ozone layer protection efforts such as the LQS and controlled and restricted substances and their products.

Provide the necessary technical assistance to the Department of Environment and the Ministry of Environment and Constituency Empowerment in their coordination and cooperation with other key government Departments and Ministries on project activities related to scope of the St. Kitts and Nevis’ Small Scale Fund Agreements (SSFA).

International Cooperation and Collaboration:
Represent the country in international meetings, conferences, and negotiations related to ozone layer protection and ODS phase-out.

Foster partnerships and collaborations with other countries, international organizations, and donors to support national ozone layer protection initiatives.

The overall objective of the Officer is the successful implementation of all activities identified in the Terms of References as set out above.

Authority: The National Ozone Officer is authorized to:

Make decisions and take actions within the scope of assigned responsibilities and in accordance with established policies and procedures.

Liaise with government agencies, industry stakeholders, and international organizations to coordinate ozone layer protection activities.

Recommend policy revisions, regulatory amendments, and strategic initiatives to enhance ozone layer protection efforts.

QUALIFICATIONS

The Consultant should have the following qualifications and experience:

Bachelor’s or Master’s degree in Environmental Science, Chemistry or a related field

Good analytical skills

A working knowledge of several computer software programmes such as Microsoft Word, Access and Excel

Familiarity with Ozone Depleting Substances, their properties, uses and alternatives.

Knowledge of international environmental agreements and protocols, particularly the Montreal Protocol and its amendments.

Excellent communication and interpersonal skills for stakeholder engagement and public outreach.

DURATION OF CONTRACT

The appointment of the National Ozone Officer is for one year with the possibility of extension based on performance and organizational needs.

SALARY

Salary (K33) $5,341.00 per month or 64,092.00 per annum.
