Job Vacancy – egal Counsel, St. Christopher & Nevis Social Security Board
The St. Christopher & Nevis Social Security Board (SSB) invites applications from suitably qualified persons to fill the post of Legal Counsel.
About Us:
St. Christopher (St. Kitts) and Nevis Social Security Fund is a compulsory insurance fund established by an Act of Parliament in 1977. It began operations on February 1, 1978, taking over from the National Provident Fund, which was essentially a retirement savings scheme with limited other benefits.
JOB PURPOSE
The main purpose of this role is to provide legal expertise in matters related to Social Security, ensuring compliance with relevant laws and regulations. This role involves advising on policy interpretation as well as representing the organization at court proceedings. The Legal Counsel will also conduct legal research, draft legal documents and work to protect the integrity of the organization.
MAIN DUTIES AND RESPONSIBILITIES INCLUDE:
- To conduct litigation pursuant to the debt collection function of the Board.
- To conduct and assist in the conduct of other litigation in the Magistrate’s Court, High Court and Court of Appeal.
- To attend hearings of the Appeals Tribunal on behalf of the Board and/or CEO/Director.
- To attend operational meetings as required by the Chief Legal Counsel.
- To liaise with and act as instructing Counsel in matters where external Counsel is retained by the Board.
- To provide legal advice to the Board of Directors, CEO/Director, Management and Departments.
- To advise on proposed contracts and commercial transactions and prepare documentation in relation to same.
- To prepare and conduct presentations and seminars to educate the Board of Directors, CEO/Director, Management and Departments on various aspects of the law which may affect the interest of the Board.
- To act as Manager of the Legal Unit in the absence of the Chief Legal Counsel.
- To directly supervise the support staff in the Legal Unit.
- Responsible for supporting the Chief Legal Counsel with the development, implementation and monitoring of the Legal Unit’s Action Plan.
- Other relevant duties as may be directed by the Chief Legal Counsel from time to time.
APPLICANTS SHOULD POSSESS THE FOLLOWING:
QUALIFICATIONS AND EXPERIENCE:
- A qualified Attorney-at-Law with a Bachelor of Laws and a Legal Education Certificate from one of the regional law schools.
- A minimum of at least two (2) years post-bar experience in the Federation or in the region.
SKILLS, KNOWLEDGE AND ABILITIES:
- Sound knowledge of legal principles, practices and proceedings.
- A working knowledge of and ability to interpret legislation, rules, agreements etc.
- Knowledge of Social Security Regulations will be an asset.
- Ability to analyze issues and make practical recommendations.
- Experience in legal research.
- Experience in litigation.
- A high level of organizational and human resource skills.
- Self-motivated and the ability to work well as part of a team.
- Excellent negotiation and deliberation skills.
- Strong advocacy skills with the ability to communicate clearly both orally and in writing.
- Good judgment and performs at a high level of integrity and credibility.
- Ability to prepare concise reports.
- Ability to complete multiple tasks to deadlines and perform in a fast-paced environment.
- General knowledge of the legal principles surrounding decision-making in a public law setting.
A remuneration package commensurate with qualification and experience will be offered.
