VACANCY NOTICE – SENIOR PROJECT MANAGER, PUBLIC WORKS DEPARTMENT
The Human Resource Management Department on behalf of the Ministry of Public Infrastructure, Energy & Utilities; Domestic Transport wishes to invite suitably qualified persons to fill the position of Senior Project Manager at Public Works Department.
The role of the Senior Project Manager in the Public Works Department is responsible for planning and coordinating technical construction related initiatives to ensure that projects are delivered within budget and completed within schedule. The duties include upholding project standards by researching compliance regulations, developing project implementation plans and adjusting specifications for elements of a project. He/she is an important member of the procurement process (preparing Bill of Quantities, tender/construction document, evaluation of tenders & making recommendation and Construction Administration).
Duties and Responsibilities:
Senior Project Manager must be involved in the planning and processes of major projects within the department to ensure that the projects are completed efficiently and successfully.
The day-to-day duties and responsibilities may vary depending on the type of project he/she is assigned but typically include the following:
Assist with the design and preparation of drawings and details in accordance with relevant codes and standards.
Plan, design and assist with the supervision of construction projects to ensure adherence to building codes and regulations and that adequate levels of standards are maintained.
Maintain budgets and make recommendations for adjustments according to needs as they arise.
Track performance and analyze the completion of key goals.
Document and report project progress to the Director, Chief Engineer, stakeholders and clients.
Conduct and minute regular meetings with contractors and clients to ensure clarification and meet specific requirements in a timely manner.
Perform structural engineering calculations compliant with applicable codes and standards of practice.
Prepare Bill of Quantities/estimates, tender documents, evaluating of tenders and making recommendations on the award. Participate in the preparation of contract documents.
Prepare Gantt Charts for project management purposes to ensure projects are implemented within budget and schedule.
Provide technical training and assistance as required to the technical team.
Keep Director and Chief Engineer updated on all projects /activities and challenges.
The Senior Project Manager’s position is vital in damage assessment and recovery efforts for the department and the country as a whole.
Essential Functions of the Senior Engineer
Preparing, scheduling, coordinating, and monitoring of assigned construction related projects.
Being key personnel in managing the implementation phase of major construction projects for the Government.
Performing quality control and quality management tasks on budgets, schedules, plans, and personnel performance and reporting on the project’s status.
Cooperating, communicating and collaborating with the technical staff to create more efficient project methods and to maintain the project’s profitability.
Reviewing documents sent to Public Works Department for construction purposes and make recommendations as see fit.
Reviewing construction related tasks and initiating the necessary corrective actions.
Developing specifications for construction related projects.
Develop and conduct quality inspections during and after the construction of projects.
Ensuring the project’s compliance with the applicable codes, practices, policies, performance standards, and specifications.
Actively documents lessons learnt and provide feedback to the technical team.
Perform any other related duties as required by the Director or the Chief Engineer in order to contribute to the effectiveness and efficiency of the department.
Minimum Qualifications and Experience:
Bachelor’s degree in a Civil Engineering or Construction Management or Project Management
Minimum of 10 years’ experience in Construction Management
Requirements Analysis, Design Skills, Project Management, Knowledge of Construction Methods and Materials, Process Improvement, Technical Understanding, Documentation Skills, Risk Management, CAD/CAM
Must have excellent computer skills with Word, Excel, Outlook, MS Project.
Excellent Communication skills both written and oral.
Knowledge & Skills:
In addition to the requirements above, the post holder must have the following skills:
Very strong knowledge in construction theory, principles and practices.
High level knowledge in the application in FIDIC Condition of Contract.
High competency in Microsoft Office Suite of products.
Advance project management skills with experience in Microsoft and Project.
Ability to understand and willingness to follow policies and procedures of the Government systems.
Essential Physical Requirements/WORK Environment
The employee should possess the ability to:
Be able to exposed to sounds or noise levels that maybe uncomfortable
Withstand exposure to temperature extremes inside and or out
Prolong standing or in stationary position
Ability to move or traverse about the facilities.
Able to go on to roofs and or heights of three floors above the ground
Ability to work around dust, chemicals, and other substances, and in various environmental conditions
Able to wear all required personal protective equipment (hearing, vision, and hardhat protection)
Salary: K37 ($75,276) per annum
