Southwell Industrial SiteDivision/Department: Department of TechnologyReports to: Director [✓] Full-time [ ] Part-timeDescription of Post: The Software Engineer’s role is to define, develop, test, analyze, and maintain new software applications in support of the achievement of business requirements identified by the Ministry. This includes writing, coding, testing, and analyzing software programs and applications. The Programmer will also research, design, document, and modify software specifications throughout the production life cycle. Duties and Responsibilities for the post include but are not limited to the following: Strategy & Planning
1. Collaborate with developers, programmers, and designers in conceptualizing and development of new software programs and applications.
2. Analyze and assess existing business systems and procedures.
3. Assist in the definition, design, development, and documentation of software’s business requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal users and departments.
4. Assist in defining software development project plans, including scoping, scheduling, and implementation.
5. Research, identify, analyze, and fulfill requirements of all internal and external program users.
6. To be familiar with the Privacy and Data Protection regulations and Intellectual Property regulations pertaining to software development.
7. To adhere to the Information Security Standards and implement security measures on all software developed or managed. Acquisition & Deployment
1. Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.
2. Liaise with vendors for efficient implementation of new software products or systems and for resolution of any adaptation issues.
3. Recommend, schedule, and perform software improvements and upgrades.
Operational Management
1. Liaise with the Enterprise Architect and programmers to assist in resolving problems with software systems.
2. Consistently write, translate, and code software programs and applications according to software specifications.
3. Write programming scripts to enhance functionality and/or performance of software applications as necessary.
4. Design, run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
5. Work collaboratively with developers from outsourced software companies and provide technical support for the migration of code, database.
6. Administer critical analysis of test results and deliver solutions to problem areas.
7. Generate statistics and write reports for management and/or team members on the status of the programming process.
8. Install software products for end users as required.
9. Manage and/or provide guidance to junior team members.
10. Create Database Systems on premise and hosted in private Cloud environment utilized by the Government of St. Kitts and Nevis.
11. Any other duty that may be assigned.Education and/or Experience:
The Applicant must have the following skills:
• At least a bachelor’s degree in the field of Computer Science or Information Systems or Software Engineering.
• At least three years’ equivalent work experience in a Software Development or programming.
• Certification in Software Development and Database Management would be an advantage.Knowledge and Skills
• Proficiency in a variety of programming languages, including PHP, C#, Java, Node.js, Python, C++
• Excellent understanding of coding methods and best practices.
• Extensive relational database and operating systems experience with MySQL, Microsoft SQL Server 2012 and above.
• Ability to understand database design concepts such as Entity Relationship Diagrams. • Thorough understanding of Content Management System platforms such as WordPress, Drupal.
• Solid working knowledge of current Internet technologies, including CSS, HTML, HTML5, JSON.
• Knowledge of Rapid Development Platforms.
• Understanding of Cloud Computing and be familiar working in cloud platform. A working knowledge of Amazon Web Services would be preferred.
• Ability to develop Mobile Applications for android apps and iOS apps.
• Prior experience interviewing end-users for insight on functionality, interface, problems, and/or usability issues.
• Hands-on experience developing test cases and test plans.
• Knowledge of applicable data privacy practices and laws.
• Flexible and adaptable regarding learning and understanding new technologies.
• Strong written, oral, and interpersonal communication skills.
• Ability to conduct research into software-related issues and products.
• Highly self-motivated and directed.
• Keen attention to detail.
• Proven analytical and problem-solving abilities.
• Strong project management skills.
• Ability to effectively prioritize and execute tasks in a high-pressure environment.
• Ability to work both independently and in a team-oriented, collaborative environment.Salary: K33-38 ($59,340-$72,936) per annum.
