Government of Saint Kitts and Nevis Appoints Two Ambassadors-at-large to Further Strengthen Diplomatic Relations
Basseterre, Saint Kitts and Nevis, February 3, 2023 [Press Secretary’s Office]: The Government of Saint Kitts and Nevis recently appointed two nationals to the position of Ambassador-at -large.
Mr. Worrell D. Nero J.D., L.E.C. and Mr. Cedric Liburd have been granted the honour of providing ambassadorial support to the Prime Minister of Saint Kitts and Nevis, the Honourable Dr. Terrance Drew, and represent the Government on matters of state.

His Excellency Ambassador Cedric Liburd, of Upper Monkey Hill, St. Peters, Saint Kitts, is a former Minister of Government. He was elected to parliament in 1995 under the St. Kitts-Nevis Labour Party Administration and served as the Minister of Communications, Works, and Public Utilities.
In 1999, he was adjudged “Man of the Year” by the Leeward Times for his outstanding contributions to the Federation’s economic development.
Ambassador Liburd served for another two terms in Parliament in 2000 and 2004 and was appointed Minister of Agriculture, Co-operatives, Fisheries, Lands and Housing.
H.E. Cedric Liburd also served as a Special Advisor in the Ministry of Tourism and International Transport from 2010 to 2015.
Prior to his political career, Ambassador Liburd worked extensively as an Insurance Agent at agencies such as National Caribbean Insurance Company (1974 to 1984) and Colonial Life Insurance Company (1984 to 1995). In April of 1995 he was declared a member of the Million Dollar Round Table (MDRT) for his exceptional professional knowledge, ethical conduct, and outstanding client service. MDRT is a global, independent association of the world’s leading life insurance and financial services professionals from more than 500 companies in 70 nations and territories.

His Excellency Ambassador Worrell Nero, a practicing attorney, is a product of East Basseterre, Saint Kitts and Nevis. He migrated in 1969 to St. Maarten, then in 1972 to the U.S.A. and served in the U.S. Army.
Following an honorable discharge, he settled in Washington D.C. where he studied accounting at Southeastern University and became the first black internal auditor at the Washington Gas and Light Company. He subsequently read law at Loyola Law School from where he earned a Juris Doctor Degree in 1987.
After working as a Trial Attorney at the Defenders Association of Philadelphia, he opened his own law firm in Philadelphia in 1991 and now enjoys an international practice concentrating in the areas of Immigration Law, Criminal Law, Business Litigation and Personal Injury.
Ambassador Nero holds Legal Bar Membership in several jurisdictions including that of the Eastern Caribbean Supreme Court, Supreme Court of Pennsylvania, U.S. District Court of the Eastern District of Pennsylvania, U.S. Court of Appeals for the Third Circuit and in May 2009 he was inducted into the United States Supreme Court Bar by Chief Justice John Roberts and the Associate Justices.
His Excellency Ambassador Nero has been approved as a Master of the Inn of the Philadelphia Criminal Law American Inn of Court which focuses on issues that affect the State’s court criminal practitioners in Philadelphia. Within the Philadelphia Criminal Law American Inn of Court, the Masters’ roll is limited to twenty-five practitioners.
In the Philadelphia community, Mr. Nero sits on the Board of Directors of several corporate and non-profit community development organizations. His service to the community has several times been acknowledged and in 2007 he was presented with a United States Congressional Award by the Honourable Chaka Fattah of Philadelphia for his service to the Caribbean Community in Philadelphia and Pennsylvania.
Mr. Nero also has the distinction of being the Honorary Consul General of St. Kitts and Nevis in Philadelphia since June 2009.
